This is an enlarged/blown up view of the GMT-1 style locking system.  You can see that when you place the padlock through the brass grommet and over the zipper chain, the shackle of the padlock falls just behind the slider body preventing the slider from moving backward.  This of course locks the bag closed and makes entry into the bag much more difficult.
